Housing Services
The PACE Housing Services Program works to prevent homelessness and to assist families and individuals with searching for affordable housing. The Program serves low income people (who do not receive TAFDC) with other housing related programs such as providing housing information to tenants and landlords and provides referrals for other support services.

Fuel Assistance
The PACE Fuel Assistance Program assists moderate and low income households with their heating needs. The Program helps pay heating bills from November 1st through April 30th every year. Fuel Assistance is an income based program and it does not matter what source of heat the client uses. Some clients whose heat is included in their rent may also be eligible.

In addition to paying client heating bills, eligible clients are put on a low income rate for their gas, electric and telephone bills.

When a household is eligible for Fuel Assistance they may also be eligible for weatherization of their home or apartments and heating system repair or replacement if they are homeowners. With an energy audit of their residence the program has the ability to replace refrigerators if the existing one is insufficient.

SERVE/Emergency Food Bank
PACE operates two food programs for individuals and families; The SERVE Program and The Emergency Food Bank.

SERVE is a food buying program which is open to anyone regardless of their income. For $25.00 (cash or Food Stamps) plus a $1.00 handling cost and two hours of community service per month, each consumer will receive more than $45.00 worth of fresh, frozen and packaged foods.

The Emergency Food Bank is maintained exclusively within PACE. The Program receives referrals in-house and from other agencies within the Greater New Bedford Area. Canned and packaged goods are provided to families and individuals in need of food.

Health Access
PACE provides outreach and application assistance to any person under age 65 who would like to apply to the Mass Health, Commonwealth Care and Choice Programs. The Mass Health Program is a state and federal funded health insurance program with a full range of benefits.

Eligibility is based on income and family criteria. The Health Access Program also provides information pertaining to free health care and dental programs for the uninsured.

Dental Sealant Clinic
PACE is the proud sponsor of the Dental Sealant Clinic which is a collaborative effort of PACE, GNBRTVHS, and New Bedford Public Schools.

PACE initiated the program in September 2000 because of the lack of dental services in the New Bedford area. Uninsured second grade students from New Bedford schools are transported to the Clinic where a volunteer dentist screens the children’s teeth. The High School’s Dental Assisting Students apply the sealant material to the back molars and provide oral health and nutrition education to the children. All children who require immediate dental attention are referred to the local Dental Center.

The Dental Sealant Clinic has treated more than 4,000 children since its inception.

Grassroots Support
PACE provides bookkeeping and financial management to selected grassroots organizations. These organizations raise their own funds, but are too small to have accounting system capabilities of their own. PACE, upon acceptance, will manage and account for group funds at little or no cost depending on the size of the account managed. Funding for the following groups is managed through the PACE Finance Office:

The Family Center
The PACE CCW sponsored Family Center is a family support and literacy program located at the Hayden-McFadden School. The Center offers various services designed to provide New Bedford parents and families with the support and resources they need to learn new skills, enhance family interactions, and empower them to reach their full potential.

Services include GED, Adult Basic Education, and ESOL classes, play-groups, parent education workshops, home visiting support, information and referrals, and programs for the Spanish speaking community.

Childcare and transportation are provided for most programs. All services are free.

Child Care Works (CCW)
The PACE CCW Program provides a variety of services that promote quality early childhood and school aged care for families in the Greater New Bedford, Taunton, and Fall River Areas. These include:

Training and technical assistance for all licensed child care providers.
Subsidy management for EEC.
Information and Referral for families seeking child care.

CCW also serves as the parent program for the Family Center.

Head Start
PACE Head Start provides a free family centered child development program for children ages 3-5 from income eligible families living in the Greater New Bedford area. Head Start children benefit from comprehensive approach to early care and education that supports and enhances the development of both the child and family members. Transportation and meals are provided. The program operates year round with care offered from 7:00 a.m. to 5:30 p.m. for more information visit our website. http://www.paceheadstart.org

PACE Americorps/Youthbuild
Americorps/Youthbuild is a national initiative that involves people of all ages and backgrounds by strengthening America’s communities through service to the community. At Risk youth are tutored and mentored by adult supervisors who also assist with the members’ GED completion and their community service work through the renovation of vacant houses.

Volunteer Income Tax Assistance Program
PACE provides income tax return preparation as a free service to low/moderate income, working households from Greater New Bedford. This program, in conjunction with the Internal Revenue Service, prepares and electronically files both federal and state income tax returns. All tax returns are completed by volunteers who have been trained in the use of tax preparation software developed specifically for the IRS and Volunteer Income Tax Assistance (VITA) centers. This free service was instituted in response to the closing of the Internal Revenue Service office in New Bedford in 2003 and the IRS’s assertion that millions of dollars from the Earned Income Tax Credit (EITC) went unclaimed by New Bedford residents. PACE went through the federal process to be certified as a Volunteer Income Tax Assistance center to provide free income tax preparation service focusing on the Earned Income Tax Credit (EITC). The Earned Income Tax Credit is a special tax benefit for working people who earn low or moderate incomes. Single people or married people who earned wages working and meet the income guidelines qualify for this tax credit. What is important to note is that this is a Tax Credit, not to be confused with a tax refund of excess taxes taken out of weekly wages. This credit is actually added to your tax refund if the filer is eligible for a tax refund. Additionally, if you do not apply for the Earned Income Tax Credit, you will not receive it even if you are eligible for it. This program operates during the tax season of mid-January to mid-April.

Individual Development Accounts Program
PACE, Inc. is offering an Individual Development Account (IDA) Program, on a limited basis, to low/moderate income residents of Greater New Bedford. IDA’s are a promising tool to help low-income and low-wealth families save money to purchase assets and potentially pass along some wealth to their heirs breaking the cycle of generational poverty. IDA’s are matched savings accounts to be used specifically for the acquisition of one of three assets; to purchase a home, to pay for college tuition or to start a business. The PACE IDA Program focuses on home-ownership initially and may expand into the area’s higher education and start-up businesses at a later date. People who agree to participate in an IDA program make a commitment to take part in the three major components of the program; financial literacy training, asset specific training (i.e. first time home-buyers training for participants who want to own a home), and a monthly savings club. IDA programs are implemented by community-based organizations (like PACE ) in partnership with a financial institution. The model for the IDA program has proven to be successful in many parts of the country. PACE has brought this asset building program to the Southcoast.
